Bug Description

A bug export file can contain bugs with the bug status of Unknown, and BugImporter will happily process those. However, the Unknown status is not user settable and is reserved for use by the bug watch system.

The schema, documented at https://help.launchpad.net/Bugs/ImportFormat and in the Launchpad source code as doc/bug-export.rnc, is misleading to users trying to produce correct bug export files.
