automated jobs (builds, imports) of a suspended user are not suspended but should be

When an account, such as <https://launchpad.net/~amhnews> is suspended, any automatic jobs created by them should also be suspended or terminated.

This should include:
 * code imports
 * recipe builds
 * translation imports
 * ...?

This needs care so that data that may be depended upon by other users is not lost, in the case that someone who was doing useful work closes their account. On the other hand, it should be possible to close an abusive or noise account and have it no longer use cpu cycles.

Perhaps the jobs should be suspended but their results and the job definition should remain visible.
