Bug Description

These classes are in lp.services.log.logger. However, they are only
intended for use in tests so might be better off in lp.testing.

Note that BufferLogger is currently used by some non-test code (lp.archiveuploader.uploadprocessor, lp.registry.scripts.mlistimport, and lp.services.mail.incoming), so we'll have to do something about those in order to move them.
