portlets should be expanded by default

All portlets should be expanded by default. The reason for this is twofold:

- it makes searching on the page work.
- it makes moving through launchpad take a lot less clicks. Launchpad is already way too heavy on the click-to-actions ratio and having portlets collapsed by default means the ratio becomes even worse.

This would make bug 84328 obsolete, and would be simpler to implement.

If not expanding them by default, there should be at least a configuration option for users to have their portlets open by default. Some users will prefer one way or the other. Users that are migrating from the old launchpad should have the setting set to automatically expand portlets so that it is like the old launchpad. New users can then have them by default unexpanded, and change this option to their desires.

I just saw the new design today and this was the very first thing I noticed before I had even done anything. If you leave that you *must* make it an option for who wants it.

Now that portlets remember their settings (expanded or collapsed), is this really necessary?

Yes, I think we should switch to a model where if *information* is worth showing on the page, it's worth showing by default. There are some exceptions (e.g. list of bugs that are duplicates of the one you're looking at, list of files associated with each upload), but they're exceptions, not the rule.
