That would never be the right way to check :) However the right stuff
isn't exposed AFAICT (the bits added during the joining-the-gap
project last year).

I looked at the ProductBugTracker field and forgot that I was looking
at a field. Oops.

I think the right thing to check would be IProduct.bug_tracking_usage,
which as you say isn't exported.
