"Target to series" only allows to target series from the context project.

Bug Description
If a bug affects project A and project B and if I'm the driver for project A (and not project B), if I look at the bug in the context of project B, I won't find a link to mark this bug as targeting specific project A's series.
A minimal change would be to change the link from "Target series" to "Target Project X's series" bug a proper fix should add the display of the "Target series" link for all the affected projects (given that the user as the proper permissions).

I'm attaching the screenshots of a bug affecting Launchpad and bzr as an example: I'm a driver on Lp but not on bzr.
Looking at the bug in the context of bzr, I have no "Target to series" link, even if the bug affect Lp. The link is displayed if I look at the bug in the context of Lp.
