Bug Description
The translations export-to-branch script sometimes encounters branches that (at least on the slave store) don't appear to have their latest changes scanned. See bug 812500 for a discussion.
Besides fixing that bug, we also ought to detect cases where a particular translations export branch repeatedly can't be updated. That could be due to a problem with branch state, but it might also be an unfortunate timing interaction where the branch always gets updated by something else just as the translations export tries to run.
