Old Approved uploads in translations import queue

Bug Description

At the moment we have close to 600 Approved uploads in the translations import queue that aren't being imported. Looking at the queue graphs, you'd think that the importer was failing to import them somehow. What's really going on is that they are for Ubuntu's Hardy Heron release, which is old and no longer importing translations.

We should set an expiry age for such uploads. As far as I can see, we need to preserve them only for these scenarios:

 * The importer breaks very thoroughly. If it's bad, it could last a few weeks as the Launchpad team scrambles to fix the problem.

 * Imports systematically overwhelm the importer. This hasn't happened in a long time. A backlog of even a few days would indicate a disastrous problem that hopefully we'd notice and address. Certainly won't grow to a month's worth.

 * Translations have started coming in for a series but imports haven't been enabled yet. Assuming communication problems, vacations etc. give this a few weeks. (Used to take months—yay for progress!)

 * Imports are temporarily disabled to deal with operational problems. A month would be ample.

 * A translations update is deemed critical, and re-uploading it is troublesome or could lead to omissions. Give it two months as people wait for the import to happen, focus on other things for a while, come back, and figure out why the import never happened.

 * The Ubuntu people decide to release a translations update for an old, but still maintained, release and so they temporarily re-enable imports. This is probably not very useful unless done several times a year. Also, disabling imports may not make much sense under such a regime.

Putting all that together, I think we can safely set Approved queue entries to expire after half a year.
