"Register a branch" link is broken on beta

Bug Description

On https://code.beta.launchpad.net/, click the "Register a branch" button on the right. The browser goes to https://code.beta.launchpad.net/+addbranch, which 404s.

The correct URL would be "https://code.beta.launchpad.net/~USER/+addbranch", or "${view/user/fmt:url}/+addbranch" in TAL code.

However that doesn't work if there is no logged in user.

https://code.beta.launchpad.net/people/+me/+addbranch should work.

I have a fix for this with tests in my public branch, but I can't submit it to PQM due to as-yet undiagnosed PQM issues.
