bug task missing from affects table because bug supervisor is not subscribed

A bug was reported using the Web UI for ubuntuone-client.
20 seconds later it was made private by the reporter.
The bug supervisor was not subscribed.
The project maintainers could see the bug.
There was no row for the bugtask, only the table headers were displayed.
The maintainer could not assign the bugtask to herself.

WORK AROUND:
Subscribe the bug supervisor team
Reload the page
Edit the bugtask.

This issue may be caused by a restriction to the automatic subscription rules landed a few days ago. Ubuntu abuses the bug supervisor role by taking--the users in the role need elevated edit privileges, but should not have access to private bugs. The process assumed that Lp would never fix the bug that the bug supervisor was not subscribed in all cases.

Current fix seems to cause the sort of leak that led to the branches that brought about this problem being landed. I'm rolling back and it looks like we need to look into this yet further.

My understanding was flawed; this is actually good to go, and I have killed the rollback.
