In bug listings, show tooltips with beginnings of bug descriptions

Bug Description
When viewing current bugs in a package or searching through bugs in the database a mouse over popup showing a description of the bug would save time and possibly bandwidth (Since users wouldn't necessarily load a bug they didn't want to handle after reading a bit more).
The behavior I am requesting is similar to the +filebug behavior when I move my mouse over the "Most Frequently Reported Bugs." When I do this I am presented with a popup of about 100 characters that provides a little more insight into the bug.
This would be great behavior to have for +bugs

I just encountered this, and realized it's actually quite misleading in the present form. The top several bugs can be quite old or severe, and it gives the viewer quite a bad impression to think that they're still open and frequently reported. Three out of the top four bzr bugs shown here were closed some time ago.
I realize users can still hit fix-released bugs for several reasons so I don't mind showing them, but I really think the status should be shown.
