page footer layout is ugly

Bug Description
Launchpad's html page footer has some visual problems:
* there are two lines with a large gap between them
* one is left aligned and one is centered
* the top one has a faded background, which looks like it might delimit the bottom of the page, but then there's more content below
A solution to this needs to take into account only the bottom "colophon" line is shown on the home page.
The top line "arcana" contains a link to the Launchpad front page and a global search, both of which are somewhat useful but which are not typically found in the bottom left, so perhaps they are rarely used in practice.
