Bug Description

split out from bug 855150: launchpad sends mail about potemplate imports (and possibly other things) to users whose account is inactive.

The case where this was originally hit is now fixed as bug 855150, and so this is not terribly easily reproducible. Since there's also a clean unit test for it I judge this doesn't need manual qa. Let me know if you think this is rash.
