Bug Description
The postgres side of DB user changes is currently automated by security.py. But adding a new user, or granting access to a user from a new machine, requires manual changes by a LOSA: a password for the new user needs to be added to pgbouncer, and it needs to be distributed to all machines that need access.
For now we require that these changes be applied before landing, but we should look at automating or eliminating the process.
