No notification is sent when somebody with an inactive membership proposes himself again

Bug Description

If I propose myself to a tem and my membership is declined, the next time I propose myself to that team, no notification is sent to the team admins about me wanting to become a member

This same situation occurs when someone expires from a team and then re-applies. No notification is sent to the administrators of the pending approval.

well this is a pain, we have people who missed the renewal period, and reapply to the team but just sit in the pending queue because nobody knows they are there.
