Bug Description

The issue occurs when you have comments imported from an offsite bug, such as this one: https://bugs.launchpad.net/ubuntu/+source/wine1.3/+bug/789479/comments/18

Launchpad is linking to https://bugs.launchpad.net/bugs/24731 here, but it should be linking to http://bugs.winehq.org/show_bug.cgi?id=24731 or, alternatively, not linking at all.

I was sure this was a dupe but I can't find it :(. I can find the one about commit messages having the same issue, and one about a specific bug import (mass import) with it, but no generic one.

BTW, we know which comments were from a remote tracker, so we should be able to urlify contextually.
