Bug Description
Package publications created by Gina should be in Published state, not Pending. This makes sense in that it is “published” packages that are imported, and no further processing is required to make Launchpad consider them published. It is also required in order for gina domination to work, since domination ignores Pending (and other non-Published) publications.
