Bug Description

I'm implementing domination in gina. It needs to go through a transitional phase where it performs "classic," newest-release-lives-all-else-dies domination on source packages that have been removed from Debian.

Once this has run, we can remove the transitional code from gina, after which it will use new-style, "listed versions live, older ones are superseded, newer ones are deleted" domination. Look for the XXX with this bug's number in it.

In dogfood testing, it was a little scary that some 18K packages in sid (all but 680, in fact) had their last remaining active publications deleted. But the Sources.gz file only contained 680 packages, so domination is doing the right thing!
