Bug Description
I'm implementing domination in gina. It needs to go through a transitional phase where it performs "classic," newest-
Once this has run, we can remove the transitional code from gina, after which it will use new-style, "listed versions live, older ones are superseded, newer ones are deleted" domination. Look for the XXX with this bug's number in it.
