However, the mirror probe claims that the mirror is up-to-date (for Lucid at least, as of the time of filing):

I would expect the mirror probe to notice if it's missing components (or equivalently, missing files listed in the Release file), even if the Release file is up-to-date. It would be really nice for the mirror probe to check every file, but that might be prohibitive.

Note that since this morning, ubuntu. media.mit. edu now is a CNAME for a working mirror (mirrors.mit.edu), so if you're wondering why this isn't reproducible, that's why.
