Bug Description
As part of fixing bug 815623 we no longer send mail to open team admins when a new admin is added or a admins stops being an admin.
In analysing this it became clear that we should be notifying the *owner* when a new admin is made or an admin is demoted. Only the owner can make an admin, though admins can demote other admins (and perhaps we should notify admins when a colleague is demoted).
