Bug Description

The feature-info page (https://launchpad.net/+feature-info) reports that the malone.bugmessage_owner flag has been accessed, but the flag is not documented (see the "Undocumented flags" section of +feature-info).

Being undocumented isn't really a bug. (its preferred but only really needed for long lived flags that are sysadmin knobs).

Anyhow, this flag was used to experiment with the feature, its been successful so we can just drop the flag.
