Report status (e.g. "initial upload in progress") of pushes to hosted branches in web UI for a branch

Bug Description

When a user pushes to a new hosted branch, the SFTP server could notify Launchpad that a push has begun. Launchpad could then use this information (combined with a "push finished" notification) to report status information like "initial upload in progress", "upload in progress" in the web UI.

This may be useful for another user to see that an update to a branch is imminent.

Nope. We don't have any place in the database to store this information, nor do we have a signal in the XML-RPC server to handle it.

The recent change also doesn't handle the initial push particularly well. Michael filed a bug about this recently.
