Add "Request context" button to translations

Bug Description
Would it be possible to add to the translations web page a button "Request context" for each translation, and have Launchpad contact the dev directly with the localizer's comment, and change the button to "Request pending" to inform other localizers?
I assume Launchpad can easily find out who checked in the new or updated source term, or less easily if it's coming from another merged branch, but it should still be possible to back track to the real dev owner.
It is impossible to educate the developers about the different aspects of localization if localizers have no way to contact them.
