[feature-request] Have launchpad inspect comment and warn users against purely "me, too" comments

Bug Description
To cut down on useless comment spamming I propose that launchpad have a quick comment inspector that searches for simple phrases like "this happens to me, too" and warns the user that using the "me, too" button at the top would be more useful and that commenting provides lots of bloat to the report.
This little scanner could be implemented so that it only works on reports with >50% heat or only after 75 comments, for instance.
