timeout when searching for long or short and common strings in translations

Bug Description

When using nightmonkey (http://nightmonkey.ubuntu.hu/) launchpad frequently times out. Usually after a refresh a string is displayed, but sometimes it isn't, especially if the strings are very long or if there are simple short strings with many hits, e.g. "Program X has features".

Some of the OOPSes are:

Error ID: OOPS-2020AZ78
Error ID: OOPS-2020CO72
Error ID: OOPS-2020AO98

The above seems to have been removed from the OOPS db :-(

Could be related to our removal of a bunch of stale translation messages recently (roughly 16M rows were purged). Maybe postgres query planner now makes different choices (these queries were optimized for how things used to behave).

After trying again today I realised the only package where timeouts occur is universe, probably because it has by far the most strings. Some of the recent OOPS-es are:
