Bug Description
We plan to exercise this several times a week once we start doing small-but-often schema changes, and to avoid nasty surprises we should verify that they handle this gracefully (that meaning that they OOPS or whatever, but crucially they must start serving requests successfully near-immediately that the db is available again).
