Bug report has two subscription links with identical function

Bug Description
1. Go to a bug report that you are not currently subscribed to.
2. Click "not directly subscribed to this bugs notifications.".
3. Click the close button.
4. Click "Edit bug mail".
What happens: The subscription interfaces in steps 2 and 4 are identical, except that (a) the former is in an overlay, while the latter is on its own page, and (b) the former capitalizes the first letter of each option, while the latter does not.
What should happen: At any time, a bug report page should contain only one access point for subscribing to it. For example, there could be a single link that opens the overlay if JavaScript is enabled, or the separate page if it is not.
It may save time to fix this bug at the same time as bug 795165.

Per discussion in bug 795180, the "Edit bug mail" link does provide significant functionality if you are subscribed to the bug in some way other than directly. Also as mentioned there, perhaps it would be nicer to move that functionality to the main bug page, remove the link to it here, and leave "Edit bug mail" as *only* a destination page for emails. To fix this bug, though, the functionality on the "Edit bug mail" page would need to be carried over, IMO.
