Bug Description
1. Go to a bug report that you are not subscribed to.
2. Click "not directly subscribed to this bug's notifications.".
3. Wait as long as you like.
What happens:
2. A spinner appears.
3. The spinner is still spinning.
What should happen:
2. The spinner should not appear.
A spinner should never appear because the software is waiting for a response from you. It should appear only because the software is doing something slow by itself (for example, waiting for a response from a server).

From Deryck in duplicate bug 806560: "The way we've done this interaction in the past is that the link is turned gray and disabled with no spinner, and once the overlay interaction is closed and the XHR fires, we start the spinner."
