series milestone tasks not shown on project|distro scope bug portlets

Symptoms
========

As of db-stable rev 10699 the milestone portlet for a project/distro only shows non-series milestone bugs. This means that series milestones are not represented. This is a deliberate tradeoff to let us use bugsummary to report efficiently. Long term we're hoping to get rid of non-series tasks altogether (simplifying things a lot).

This bug is about better showing the status of series milestone bug counts in contexts where the milestone isn't a direct child.

Milestones are series specific (even though we force uniqueness at the project/distro level, they are attached to a project-series/distro-series). We'd like to allow the same milestone name (e.g. beta1) to be used for two different series (e.g. python2.7/beta1 and python3.2/beta1 would be different milestones).
