test timeline.js resizing-config does not run locally

Bug Description
resizing-config is disabled in tests/timeline.js because some browsers, notably webkit-based one will not allow script to access the iframe for XSS concerns. The test does not run locally and it will not run in a test runner that loads the file from the file system. This test requires a web server to host the page.

The timeline could be rewritten to no use an iframe to permit the test to run localally, though I believe the resize test is specifically because the canvas is in an iframe.
