update-sourcecode updates cache when already up-to-date

Bug Description
When a update-sourcecode is run, it attempts to detect whether it should write a new cache file. It writes a new cache file whenever any of the branches has been updated. This is too often, because the cache itself may have already been up-to-date. Instead, it should generate the cache values and check whether anything has changed.
