User account missing preferred email after suspension/reactivation

Bug Description

OOPS-1973H90 shows a new incidence of the symptom of bug 580461 to which the OOPS links. However, it looks like the cause is different. It may be caused by suspending and then reactivating a user, which is what happened here.

We discovered another case where a user was suspended and then upon re-activating his account his preferred email address was now shown in the db as 'validated'. Due to that he could not log in.

So something in our suspend -> activate mechanism is incorrectly changing the email address status which then requires LOSA intervention to manually change the db to fix.
