Bug Description
We need to record CannotCopy errors occurring in PlainPackageCop
After discussion with bigjools and cjwatson, it appears that we can deal with this simply by registering DistroSeriesCom

Q/A revealed a problem: the DSDComment is added to lots more DSDs (in fact all of the ones I see on the same page).
