FTPArchiveHandler doesn't support allowed_suites

Bug Description

FTPArchiveHandler class should support *allowed_suites*.

It should receive and store a list of suites requested for the current run, skipping the overrides/filelist/a-f_run procedures for the suites not mentioned in there.

It treats suites the same way as the native publisher, respecting dirtiness, which should already respect allowed_suites as much as the rest of the publisher. It's no good for disaster recovery, but there are many more bugs to be filed if we want that kind of safety.
