Ubuntu release manager cannot open up new releases

Bug Description
The release manager for Ubuntu ought to be able to open up future releases (e.g. when Ubuntu is developing oneiric, they want to open up the q-series).
At the moment, the interaction looks like this:
<skaet> hiya, would it be possible to open up the release+2 series (ie. q-series (12.10) Future ) now that oneiric is open as a development release?

(skaet is release manager, wgrant is a Launchpad developer and gnuoy is a Canonical LOSA).
Instead, I would expect that the release manager to be able to do this via the web UI without interacting with anyone from Canonical operations.
