Bug Description

The release manager for Ubuntu ought to be able to open up future releases (e.g. when Ubuntu is developing oneiric, they want to open up the q-series).

At the moment, the interaction looks like this:
<skaet> hiya, would it be possible to open up the release+2 series (ie. q-series (12.10) Future ) now that oneiric is open as a development release?
<wgrant> LOSA ping: ^^
<skaet> wgrant, thanks for the syntax.
<gnuoy> wgrant: Hi
<skaet> wgrant, we've got one more kernel to go out, then it EOLs.
 (in reality)
<wgrant> skaet: Ah, great.
gnuoy: Could you please go to https://launchpad.net/ubuntu/+addseries, and add a series with values 'q-series', '12.10', 'q-series', 'The Ubuntu release that will be delivered in October 2012, designated 12.10.'?
<gnuoy> wgrant: No problem.
<wgrant> Thanks.
<gnuoy> wgrant: That's done. https://launchpad.net/ubuntu/q-series
<wgrant> Thanks.
skaet: I've set the status to Future, as the others were.
<skaet> wgrant. Thanks! :)
<skaet> gnuoy, jml, thanks too... :)
<gnuoy> skaet: No problem

(skaet is release manager, wgrant is a Launchpad developer and gnuoy is a Canonical LOSA).

Instead, I would expect that the release manager to be able to do this via the web UI without interacting with anyone from Canonical operations.
