Translations listed as new suggestions after more than 6 months

Bug Description

In the Ubuntu Romanian team, while monitoring for translations that needs review we have discovered an strange behavior.

A couple of weeks ago the translations that needs review counter was 0.
Yesterday the translations for `gnome-power-manager` were listed in the general table as having one new message that needs review, but clicking the `needs review` link shows that there are 44 messages that needs review.

Most of these suggestions are listed as being suggests at 2010-11-14 , but they popped up yesterday:

Any idea what went wrong?

Hi Henning.

I think this issue is because syncronisation preserves the dates of the imported messages. can you confirm this?

Right, the date is preserved. What could have happened is that the translations where reset (set to be untranslated). In that case old suggestions would re-appear. Also, setting up upstream translation sharing will cause translations from upstream to appear as new suggestions.

In the case of gnome-power-manager there are no shared upstream translations... or at least the PO file does not mention any upstream shared translations.

In the same time, the translations were not reset... if I will reset the translation there would be more than 1 new suggestion.
