Bug Description
Some upgrade branch jobs (notably 2702741 for lp:~dhis2-devs-core/dhis2/dhis2-hr) hang for at least an hour with an idle transaction, eventually getting killed. This is probably unreasonable, as the branch isn't *that* big.
