Provide a UI for the copy-translations-from-parent script.

Bug Description

The script scripts/copy-translations-from-parent.py needs to be run for every new Ubuntu release. It would be nice on the LOSAs to have a UI to kick it off. It will need to be put in a job, though, as it runs about 30 minutes.

I don't think a UI even makes sense any more. In the short term we can change the Ubuntu release process to ask the LOSAs to run the copying script, without intervention from the former Translations team. In the longer term this should probably be a cron script or some type of Job.

Also note that once translations for a distro series have been initialised (even partly, i.e. with an unfinished script run), we should not allow the script run to be requested again (it will fail anyway, but it'd be bad UI to offer something that we know is going to fail).

I agree with Jeroen: this should be part of the entire "create new distroseries in Ubuntu" dance that someone (LOSAs) already do.

The dance is led by the Ubuntu release managers, but the procedure currently says to notify us so we can request a run from the LOSAs:
