Bug Description
Sometimes, running jobs die, as seen in https:/
When this happens, the database entry for the job retains its "running" status, even though it is no longer running.
Instead, running jobs whose lease has expired should be marked "failed". Jobs which are at risk of exceeding their lease should run under the TwistedJobRunner, so that in general, they will be killed if they do.
