confusing "revision removed" message on mainline-changing push

Bug Description

In thread <http://lists.linaro.org/pipermail/linaro-toolchain/2011-May/001196.html> some linaro developers report confusion partly due to Launchpad sending a "revision removed" email when (I think) they actually just pushed a revision that was a merge of trunk into another branch. There's probably a better way to explain this in mail.

AIUI we send that when an uncommit is performed - or a shorter mainline is pushed.

Probably they want to set the bzr option to prevent those operations taking place. Perhaps we should provide a UI to do that.

Sending this in the case of a real uncommit would be fine.

Here I think a shorter mainline was pushed. In that case saying
'revisions were removed' is only very pedantically true; sending
something like 'bzr missing' would be better.
