Bug Description
1. Go to a private bug report.
2. Try to make the report public.
What you see:
1. The page says "This bug [sic] is private" in one place, and "This report is private" in another place.
2. Something happens only if you click the *less* visible text.
What you should see:
1. Whether the bug report is private is spelled out, as prominently as necessary, in one place not two.
2. That one place can be clicked on to change it from private to public, and back again.
I'm not disputing that the previous presentation wasn't noticeable enough. But it would be better to move or style that presentation to be noticeable, than to add a second presentation that is inconsistent in style and interaction with the first.

I'm marking this as fixed since the issue reported has been made obsolete by the recent release of the disclosure work to use Information Type in the UI and hence replace the old bug privacy portlet.
