Cannot remove attachment when reporting new bug

Bug Description
When reporting a new bug and selecting 'Extra options' to include an attachment, both the text box and the 'Browse' button open a browser window to select a file.
However, there is no way to clear the text box and not include the attachment, as trying to edit the file link opens the browser window again.
