Bug Description

We should stop treating the bug duplication as symmetric in PersonSubscriptionInfo: if bug A is a duplicate of B, that doesn't mean that bug B is a duplicate of A for the purposes of email notification (i.e. subscribers to A don't get all email from changes to B).
