Bug Description
Milestone pages say "Drivers can target bugs and blueprints to this milestone", but members of the bug supervisors group apparently can, too. So you can't really restrict milestone targeting to a small group of drivers, your large group of bug supervisors will also have that right.

This has at least some tension with new projects that are scaling up; lets make sure we don't make things too awkward.
