bug comment quoting email entirely elided

It seems that some bug comments cause Launchpad to decide to replace almost the whole thing with just "[...]", for example comment #2 on <https://bugs.launchpad.net/bzr-git/+bug/753155>.

Is this to do with the mail starting with some quoted text? Hiding that would be reasonable, but here Launchpad is also hiding new original text added in that comment.

The result is quite misleading: it looks like Jelmer said nothing new when in fact he said something important.

I think this is because the threshold for “truncate and show _Read more…_” is not taking into account lines hidden by quoting. This might be intentional because quoted text is still part of the page, so without including it in the truncation a single large comment could greatly increase the size of the page. Even if it is intentional, the effect in this case is very unfortunate.

I guess another point here is that we have two separate mechanisms for hiding bug message contents the user probably doesn't want to see, and not only do they work differently they also can also be triggered simultaneously with surprising results, as in this case. So perhaps unifying the mechanisms might be part of a solution? It may be good to have a UI expert take a fresh look at how we deal with long and/or substantially quoted comments.

This is not a regression - the algorithm for truncation has been unchanged for years. I was sure there is a duplicate report but I couldn't find it. I've set this to low because its a pretty rare problem, even though its really whack when it happens (and knowing how to make it happen one can trigger it on demand).
