Upstream translations not being imported for some Ubuntu packages

Bug Description

On Natty, I've noticed that on some source packages upstream translations from package uploads do not get imported into Launchpad.

I've seen this happening on gdm and empathy so far. Normally, when such things happen they are due to the package not creating a POT file after build, which causes translations (PO files) to remain as "Needs Review" forever in the imports queue, as they cannot be imported without a POT file, but this time the package upload looks good to me, and I couldn't figure out what's going on.

Here's what I've observed on gdm. I've chosen Catalan and Croatian as example languages. For Catalan I fixed the issue by manually uploading upstream translations, but the problem can still be observed in staging at the time of filing this bug

1. The translations tarball contains complete translations for ca.po and hr.po, along with an up-to-date pot file (See https://launchpadlibrarian.net/68278561/gdm_2.32.0-0ubuntu15_i386_translations.tar.gz)

2. Launchpad transaltions for ~30 messages appear untranslated, altough the PO files containing the transalted messages in 1. was uploaded to soyuz
