open team admins are mailed about every membership change

Bug Description
For completely open teams, such as OpenStack Compute (~openstack), I get notifications of new members because I am a member of a team that owns the open team. There is no way to turn off these notifications, and when you get quite a few new members a day, it can get annoying.

Will will not permit admins to opt out of emails. Users and teams in admin roles can become members or be owners that are not members. Many teams set a false email address or a list email address as a work around for this policy.
Part of this issue relates to a cluster of open bugs; Lp conflates ownership with administration. It is fine that owners are the default admins, but Lp must honour the owners decision to not be an admin. There are a few places in the code that cause the the pain. We will be fixing one or two of them this week, and that may suffice.
