Bug Description

I cannot use https://launchpad.net/bzr/+download in debian/watch for the bzr 2.1 series because the relevant releases doesn't appear on this page.

https://launchpad.net/bzr/+download?start=10 will work for some times but this doesn't scale.

Ideally I should be able to use https://launchpad.net/bzr/2.1/+download

There is https://launchpad.net/bzr/2.3, which has the latest release. This should be sufficient for debian/watch usage.
