"bzr in debian does not use Launchpad for bug tracking" with no bugs listed.
I guess they are either in Launchpad but hidden because they're not supposed to be there, or they're remote and the link points to the wrong place?

The page should not be showing the bugs or questions. The "Report a bug" and "Ask a question" links are correctly hidden. The template need to wrap the bugs in condition= "context/ bug_tracking_ usage/enumvalue :LAUNCHPAD" condition= "context/ answers_ usage/enumvalue :LAUNCHPAD"
