rosetta-admins team cannot change project translation settings

Bug Description

As far as I always understood it, rosetta-admins should be able to configure the translations for any project.

I'm trying to change the settings for https://translations.launchpad.net/language-selector/+configure-translations to test message sharing between source packages and projects, and on pressing "Change" I get a "Sorry, not allowed here" page

* Steps to reproduce:

As a member of rosetta-admins:

1. Go to https://translations.launchpad.net/language-selector/+configure-translations (or perhaps better use staging for that)
2. Change the first setting ("Type of service for translations application:") to (*) Launchpad
3. Press the "Change" button
4. An "Error: Launchpad system error" page is shown.
"Not allowed here

Sorry, you don't have permission to access this page. "

* Expected behaviour:

On 4. rosetta-admins members should be able to change the setting. I've confirmed this with henninge, who tells me that rosetta-admins should be able to set 'translations_usage'
